Brian Shapiro is the founder of Shapiro Municipal Consulting, bringing more than two decades of hands-on experience in municipal finance, operations, and organizational leadership to local governments across Pennsylvania. He specializes in helping municipalities strengthen financial management practices, modernize systems, and navigate complex operational and personnel challenges with clarity and confidence. 

 

Brian holds a Master of Public Administration with a Certificate in City Management from Villanova University and a Bachelor of Science in Accounting from The Pennsylvania State University.

Brian has served as Finance Director, Human Resources Director, Township Manager, and Borough Manager for municipalities of varying size and complexity, with budgets ranging from $5 million to more than $35 million. His experience spans all core municipal finance functions, including budgeting, accounting, payroll, utility billing, capital planning, audit preparation, labor relations, and enterprise system implementations. He has advised elected officials, managers, and department heads on both day-to-day financial operations and long-term strategic planning.

Throughout his career, Brian has led organizations through financial system conversions, internal control improvements, and budget process reforms aligned with GFOA best practices. His work has contributed to nationally recognized achievements, including a GFOA Triple Crown Award, and has been recognized by the Commonwealth of Pennsylvania with the DCED Governor’s Award for Fiscal Excellence.
